Booking of FIR Against Top Officials & A Cleric Pir Jam Sarhandi

The first information report (FIR #147/2024) regarding the killing of Shaheed Dr. Shahnawaz Kumbhar was filed by his family on September 22, 2023, in response to his alleged extrajudicial killing by the Mirpurkhas police. The FIR names 45 suspects, including high-ranking police officials and a cleric.

Among the key individuals named in the FIR against top officials & a cleric :

  1. Suspended Deputy Inspector General (DIG) of Mirpurkhas – Javed Sonharo Jiskani ,accused of orchestrating the encounter.
  2. Two Senior Superintendents of Police (SSPs) Muhammad Asad Chaudhry & Asif Raza Baloch , One from Mirpurkhas and the other from Umerkot, also implicated in the incident.
  3. A Cleric – Identified as a key instigator Pir Umar Jan Sarhandi who led public unrest and demanded police action against Dr. Kumbhar.

The FIR charges the suspects under various sections of the Pakistan Penal Code, including:

  • Section 302: Punishment for murder.
  • Section 364: Kidnapping or abducting in order to murder.
  • Section 201: Causing disappearance of evidence.
  • Sections 6 and 7: Terrorism-related charges under the Anti-Terrorism Act.
  • Sections 8 and 9: Punishments related to torture and custodial death under the Torture and Custodial Death Prevention and Punishment Act of 2022.

The registration of this FIR reflects the family’s demand for accountability and justice in the face of alleged police misconduct and extrajudicial actions.
